From SnOwy - Ed's Wiki Notebook
UPDATE: Solved -- Installed this app:
Note also -- I was inside a heavy cement building at the time of original testing -- I tried testing again, this time during a bus ride and everything was just fine. I watched the little arrow moving along with the map route, it was great :D How do people get by without smart phones anymore?
-- Original Post Below ... -- kept incase I need to reverse my alterations.
I'm having some problems with the default settings of my new phone -- the GPS doesn't lock at all.
After searching online, it looks like this problem has been experienced by other users; however, several have recommended various fixes.
This is one of the least intrusive fixes I've seen.
Applying this fix requires two steps -- (1) Get Hidden Menu Access, (2) Apply Settings.
Requires: Hidden Menu Access

- use the marketplace to get LauncherPro
- activate LauncherPro
- long-tap an empty part of the screen
- add a new shortcut of type Activities
- scroll down to com.lge.hiddenmenu, tap it

Apply Settings

- Hidden Menu → GPS Test → System Settings ...
- SUPL Setting → Auto Provision -- check
- SUPL Setting → SLP Server Setting → LGE SUPL -- select
- C-Plane Settings → Assistance Data -- select
- Misc. → Auto Cold Start -- select
Conclusion
- The above fix doesn't solve the problem -- I still require an active wireless card in order to get my location
- Posted to the Wind Mobile forum, we'll have to wait to hear back
